+Each of the Filter options correspond to one of the tabs on the template.  If a Filter's Active box is checked, that means there are restrictions on that field on the template.  For example, if the User Filter Active box is checked, click the User tab to view the list of users who have access to the template.  This applies to all of the filter options.
